The regulatory context: BSP and the VASP framework#

BSP Circular 1108 (2021)#

The BSP issued comprehensive Virtual Asset Service Provider rules:

  • VASP registration: exchanges must register with BSP
  • AML/KYC requirements: aligned with FATF recommendations
  • Consumer disclosures: required for advertising crypto investment products

Key registered VASPs: Coins.ph, PDAX (Philippine Digital Asset Exchange), Binance Philippines (via local partner)

SEC Philippines#

The Securities and Exchange Commission of the Philippines oversees investment products. Crypto tokens that qualify as securities need SEC registration — creating a dual regulatory layer (BSP for exchanges, SEC for tokens).

Effect on advertising: BSP-registered VASPs can advertise crypto exchange services; unregistered operators cannot legally advertise in the Philippines.


What we index: top advertiser categories#

P2P and remittance platforms — dominant category#

The Philippine market's defining characteristic is the OFW remittance corridor. Filipino workers in UAE, Saudi Arabia, Qatar, Kuwait, Singapore, Hong Kong, and the US send money home — and crypto P2P is increasingly used as the rail.

Remitano: the most-indexed PH advertiser in our archive for the P2P category. Creative patterns:

  • "Send money from Dubai to Philippines — USDT to GCash in 10 minutes"
  • "OFW Philippines — convert USDT to PHP instantly"
  • "Remitano — GCash to USDT, best rate no fees"

Coins.ph: the dominant domestic BSP-registered exchange. Runs Telegram campaigns emphasizing:

  • GCash/Maya integration (PHP deposits/withdrawals)
  • BSP-registered status as trust signal
  • Remittance receipt ("claim your international transfer in PHP")

PDAX: Philippine Digital Asset Exchange, BSP-registered. Smaller creative volume but fully compliant.

Crypto exchanges — P2P first, speculation secondary#

Binance PH: Binance's Philippine offering. Telegram creatives emphasize:

  • GCash/Maya payment rails
  • PHP on-ramp
  • "Binance — BSP-compliant crypto exchange"

OKX Philippines: similar positioning to Binance PH, P2P-first framing.

Bybit Philippines: less compliant framing than Binance/OKX — P2P + futures product advertising without full BSP disclosure.

Play-to-earn and GameFi#

The Philippines was the global epicentre of Axie Infinity during 2021–2022. While Axie's dominance faded post-crash, the play-to-earn category created a legacy Telegram audience that's still active:

  • P2E game advertising remains present in PH-targeted Telegram channels
  • GameFi tokens targeting Filipino "scholars" (hired gameplay workers)
  • NFT marketplace advertising — specific to Philippines' Axie legacy

This sub-category is relatively unique to PH in our archive: nowhere else do we see play-to-earn as a meaningful advertising vertical.

Savings and investment products#

Philippines' peso depreciation (PHP/USD from 50 to 58+ between 2022–2025) drove stablecoin savings framing:

  • "Protect your savings from PHP devaluation — hold USDT"
  • "Earn on USDT while waiting for remittance — Coins.ph savings vault"

Thematic overlap with Nigeria (stablecoin as inflation hedge) but the Philippines framing is remittance-adjacent: OFW workers saving in USDT while deployed abroad.

VPN#

VPN advertising is present in PH-targeted content, driven by:

  • Access to geo-blocked streaming (US Netflix, Hulu)
  • Crypto exchange access from work locations (some GCC employers restrict crypto sites)
  • General privacy interest in the Duterte-era surveillance context

VPN is approximately 8% of PH-targeted creative volume.


The OFW corridor pattern#

The most distinctive PH Telegram advertising pattern is the cross-border OFW corridor creative:

These creatives are geo-targeted to the sending country but indexed by us as PH-geo because the CTA destination and beneficiary are Philippine-focused.


Language distribution#

Philippines is one of few markets where English-language Telegram advertising dominates even in the domestic segment — unlike Indonesia (Bahasa-dominant) or Thailand (Thai-dominant).


GCash as the critical integration signal#

GCash appears in approximately 45% of PH-targeted crypto creatives. It's the single most reliable localisation signal for Philippines targeting in our archive:

  • "Buy USDT with GCash" = Philippines-targeted
  • "Withdraw to GCash" = Philippines-targeted
  • "GCash to crypto" = Philippines-targeted

Maya (formerly PayMaya) appears in ~20% as a secondary signal. BSP-registered operators can directly integrate both; offshore operators use P2P facilitators.

Geo-attribution for Philippines: explicit PHP currency reference + ".ph" TLD + GCash/Maya mention + OFW framing. English-language creatives without Philippines-specific signals may be attributed to EN-global and undercounted here. OFW-corridor creatives (UAE→PH) counted as PH-geo based on destination framing. Archive: November 2024 – April 2026.
